{"id":4276,"date":"2016-07-28T00:01:04","date_gmt":"2016-07-28T04:01:04","guid":{"rendered":"http:\/\/mgrush.com\/blog\/?p=4276"},"modified":"2026-04-21T13:32:57","modified_gmt":"2026-04-21T17:32:57","slug":"facilitate-prioritization","status":"publish","type":"post","link":"https:\/\/mgrush.com\/blog\/facilitate-prioritization\/","title":{"rendered":"How to Facilitate Prioritization and Build Consensus Quickly (or, MoSCoW)"},"content":{"rendered":"<h2>Strongly encouraged by <a class=\"zem_slink\" title=\"Steve Jobs\" href=\"http:\/\/en.wikipedia.org\/wiki\/Steve_Jobs\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">Steve Jobs<\/a>, as mentioned in his biography by Walter Isaacson, here is how to facilitate reducing some possible actions a team should consider, down to the final three or four actions your team has the resources to complete.<\/h2>\n<p><span style=\"font-size: 14pt;\">As mentioned casually in the biography, the concept of prioritization is key to group performance, so we will remind you about three remarkably effective and frequently used facilitation techniques from the <em>MGR<span style=\"font-size: 12pt;\">USH<\/span><\/em> method; namely <a title=\"How to Facilitate Consensual Definitions\" href=\"https:\/\/mgrush.com\/blog\/tool-for-definitions\/\">Definition<\/a>, <a title=\"How to Facilitate Simple Prioritization\" href=\"http:\/\/www.youtube.com\/c\/MgrushFacilitation\">PowerBalls<\/a> (<em>aka<\/em> MoSCoW), and <a title=\"How to Facilitate a Consensual Sphere of Concern, Influence, and Control Using the Bookend Method\" href=\"https:\/\/mgrush.com\/blog\/bookend-method\/\">BookEnds<\/a>. First, before you distill your final list of ten or twelve action items, be prepared to define the full meaning behind the terms first used. Additionally, stay\u00a0<a href=\"https:\/\/mgrush.com\/blog\/unconsciously-competent\/\" target=\"_blank\" rel=\"noopener noreferrer\">conscious<\/a> of the team&#8217;s\u00a0<a href=\"https:\/\/mgrush.com\/blog\/point-of-view\/\" target=\"_blank\" rel=\"noopener noreferrer\">perspective<\/a> and possible biases.<\/span><\/p>\n<h3><b>Bias Factors that Demonstrably Affect Group Decision-Making<\/b><\/h3>\n<p><span style=\"font-size: 14pt;\">Everyone poorly estimates the time they need to complete any task. Fallacies and biases put us all at increasing risk of reaching our objectives. Therefore, psychologists call it the planning fallacy and the bias of overconfidence. According to the World Future Society, other significant factors known to negatively impact decision quality include:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 14pt;\">Confusing desirability and familiarity with probability<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Distorting data through selection and repetition<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Forecasting with a preference for change or patterns<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Framing complex issues in a skewed fashion (selective perception)<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Homogenizing multiple data sources (for cost savings)<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Lacking clear confidence intervals (how clean the data is)<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Mistaking correlation for causation (a quite common error)<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Over-immersion in local social values or perceptions<\/span><\/li>\n<\/ul>\n<h3>Facilitate Prioritization by Starting with the End in Mind<\/h3>\n<p><span style=\"font-size: 14pt;\">Are you helping the <a href=\"https:\/\/mgrush.com\/blog\/facilitate-multiple-generations\/\" target=\"_blank\" rel=\"noopener noreferrer\">team<\/a> define a final <a href=\"https:\/\/mgrush.com\/blog\/building-agendas\/\" target=\"_blank\" rel=\"noopener noreferrer\">output<\/a>, a desired outcome, or are you having them <a href=\"https:\/\/mgrush.com\/blog\/remove-distractions\/\" target=\"_blank\" rel=\"noopener noreferrer\">focus<\/a> clearly on the next step (that presumably leads to a final output AND a new, desired outcome) or action required?<\/span><\/p>\n<ol>\n<li><span style=\"font-size: 14pt;\">Describe the objectives with enough clarity that everyone provides their commitment.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Next, use our PowerBall tool to build consensus in minutes, not hours. (Known in the Agile world as MoSCoW, see below).<\/span><\/li>\n<\/ol>\n<h4>Definition Tool<\/h4>\n<p><span style=\"font-size: 14pt;\">If you are challenged about the <a href=\"https:\/\/mgrush.com\/blog\/scope-creep\/\" target=\"_blank\" rel=\"noopener noreferrer\">scope<\/a>, <a href=\"https:\/\/mgrush.com\/blog\/business-model-canvas\/\" target=\"_blank\" rel=\"noopener noreferrer\">characteristics<\/a>, or details of some proposed <a href=\"https:\/\/mgrush.com\/blog\/purpose-tool\/\" target=\"_blank\" rel=\"noopener noreferrer\">action<\/a>, consider using the <a title=\"How to Facilitate Consensual Definitions\" href=\"https:\/\/mgrush.com\/blog\/tool-for-definitions\/\">Definition<\/a> tool. Hence, in its most robust format, a thorough definition answers five discrete questions (See the <a title=\"How to Facilitate Consensual Definitions\" href=\"https:\/\/mgrush.com\/blog\/tool-for-definitions\/\">Definition<\/a>\u00a0tool for an example):<\/span><\/p>\n<ol>\n<li><span style=\"font-size: 14pt;\">What is the action\u00a0NOT?<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Describe the action in one sentence or less than 50 words.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Provide the specific characteristics that make this action clear or unique.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Draw or illustrate the action or workflow.<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">Provide at least two examples from the business to vivify or bring to life the narrative definition.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-size: 14pt;\">Once you have a list of ten or so clear and potential actions the team has socialized and understood, then apply the <a title=\"How to Facilitate Simple Prioritization\" href=\"http:\/\/www.youtube.com\/c\/MgrushFacilitation\">PowerBalls<\/a>\u00a0tool (MoSCoW).<\/span><\/p>\n<blockquote>\n<h3><span style=\"font-size: 12pt; font-family: Helvetica;\"><strong>Rationale to\u00a0Facilitate\u00a0Prioritization<\/strong><\/span><\/h3>\n<p><span style=\"font-family: Helvetica; font-size: 14pt;\">It&#8217;s faster to get a group to agree on what NOT to discuss anymore. Therefore, apply the <a href=\"https:\/\/mgrush.com\/blog\/root-cause-analysis\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pareto Principle<\/a> (<em>aka<\/em> 80-20 Rule) to help a group eliminate as many <a href=\"https:\/\/mgrush.com\/blog\/why-what-how\/\" target=\"_blank\" rel=\"noopener noreferrer\">options<\/a> as possible. Therefore, if you find yourself prioritizing options, reverse-engineer them by asking WHY. Then by simply asking, the responses generate the criteria or rationale used for the prioritization. (Also, know that you need to have an agreed-upon <a href=\"https:\/\/mgrush.com\/blog\/meeting-conflicts\/\" target=\"_blank\" rel=\"noopener noreferrer\">purpose<\/a> to facilitate <a href=\"https:\/\/mgrush.com\/blog\/facilitation-skills\/\" target=\"_blank\" rel=\"noopener noreferrer\">prioritization<\/a> and <a href=\"https:\/\/mgrush.com\/blog\/meeting-conflicts\/\" target=\"_blank\" rel=\"noopener noreferrer\">resolve arguments.<\/a>)<\/span><\/p>\n<h3><span style=\"font-size: 18pt; font-family: Helvetica;\"><strong>Method\u00a0to\u00a0Facilitate\u00a0Prioritization<\/strong><\/span><\/h3>\n<p><span style=\"font-size: 14pt;\"><span style=\"font-family: Helvetica;\">The following steps should be read with an understanding that the &#8216;hot linked&#8217; activities and procedures used below to facilitate prioritization are explained more fully elsewhere on this site on &#8220;<em>Facilitation Best Practices&#8221;<\/em> and found in the MG RUSH\u00a0curriculum. You will discover that\u00a0<\/span>PowerBall measurements provide flexible instruments for measuring anything. Consequently, for simple decision-making, use the following steps:<\/span><\/p>\n<ol>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Establish the <a href=\"https:\/\/mgrush.com\/blog\/common-purpose\/\" target=\"_blank\" rel=\"noopener noreferrer\">purpose of the object<\/a> the team is considering (i.e., Purpose of _______ is to . . . \u00a0 \u00a0So that . . .). Hence, you have now established WHY this action is important.<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Build your list of options (e.g., <a href=\"https:\/\/mgrush.com\/blog\/facilitate-innovation\/\" target=\"_blank\" rel=\"noopener noreferrer\">Brainstorming<\/a>). Additionally, strive for creativity and innovation by encouraging more, even wild ideas. Set the list of options aside.<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Build your list of <a href=\"https:\/\/mgrush.com\/blog\/evidence-based\/\" target=\"_blank\" rel=\"noopener noreferrer\">decision criteria<\/a> (be prepared to define each \u201ccriterion\u201d).<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Look at the <a href=\"https:\/\/mgrush.com\/blog\/smart-dumb\/\" target=\"_blank\" rel=\"noopener noreferrer\">criteria<\/a> to see if any options are in direct violation. For example, if Sally is allergic to flowers, then \u201cbuying her flowers\u201d presents an option that should be eliminated. However, using <a href=\"https:\/\/mgrush.com\/blog\/scamper\/\" target=\"_blank\" rel=\"noopener noreferrer\">SCAMPER<\/a>\u00a0we might discover other options such as silk flowers, a painting of flowers, etc.<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Ask\u00a0the <a href=\"https:\/\/mgrush.com\/blog\/consensus-does-not-mean-that-participants-are-going-to-be-happy\/\" target=\"_blank\" rel=\"noopener noreferrer\">participants<\/a> if they can support the remaining options. If someone objects, consider eliminating that option if numerous others are satisfactory to everyone.<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Once your participants\u00a0can support the remaining options, you have consensus, however, you don&#8217;t yet have your deliverable.<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">To improve the quality of your\u00a0<a href=\"https:\/\/mgrush.com\/blog\/decision-quality\/\" target=\"_blank\" rel=\"noopener noreferrer\">decision<\/a>, unveil the visual legend\u00a0for\u00a0<a href=\"http:\/\/www.youtube.com\/c\/MgrushFacilitation\" target=\"_blank\" rel=\"noopener noreferrer\">PowerBalls<\/a>. Finally, always use the economic definitions shown.<\/span><\/li>\n<\/ol>\n<blockquote>\n<h4><em>NOTE: <\/em><\/h4>\n<p><span style=\"font-size: 14pt;\"><em>The terms in black will change. They could be full, empty, half-full. They could be frequent, rarely, occasionally. However, the economic definitions always work. You may also find the tool called something else such as Harvey Balls, MoSCoW, etc.<\/em><\/span><\/p><\/blockquote>\n<h3>NEXT . . .<\/h3>\n<ul>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Apply the PowerBalls and prioritize the criteria, using the <a href=\"https:\/\/mgrush.com\/blog\/bookend-method\/\" target=\"_blank\" rel=\"noopener noreferrer\">Book-End<\/a> rhetoric, explained fully below. Here we ask, &#8220;Which is most?&#8221;, &#8220;Which is least?&#8221;, etc., and squeeze in on the moderate stuff.<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">Find the option(s) that best <a href=\"https:\/\/mgrush.com\/blog\/facilitate-alignment\/\" target=\"_blank\" rel=\"noopener noreferrer\">aligns<\/a> with and supports your stated purpose (Step 1). Therefore, appealing to the previously built purpose statement confirms the most appropriate or impactful criteria.<\/span><\/li>\n<\/ul>\n<h2>Apply Bookends Rhetoric to Avoid Wasting Time with Lists<\/h2>\n<p><span style=\"font-size: 14pt;\">Effective facilitators shy away from analyzing lists linearly. The purpose of using our Bookends Method is to develop a natural habit of squeezing the grey matter towards the middle, rather than wasting too much time on it.<\/span><\/p>\n<h3><b>The Rationale of Bookends<\/b><\/h3>\n<p><span style=\"font-size: 14pt;\">Groups tend to argue about a grey matter that frequently does not affect the decision anyway. font-family: Helvetica;\"><strong>Definitions\u00a0to\u00a0Facilitate\u00a0Prioritization<\/strong><\/span><\/h3>\n<p><span style=\"font-family: Helvetica; font-size: 14pt;\">The definitions provided in the iconic legend above apply to all situations and can be equated or converted to numbers, such as:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">5 or a solid ball means high <span style=\"color: #000080;\"><strong>\u201cPay any price.&#8221;<\/strong><\/span><\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\">1 or an empty circle means low or <span style=\"color: #000080;\"><strong>\u201cWant it for free, not willing to pay extra for it.\u201d<\/strong><\/span><\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\"><strong>C<\/strong> equals <strong>Could<\/strong>\u00a0have and equates to\u00a0an empty circle, or the number 1<\/span><\/li>\n<li><span style=\"font-family: Helvetica; font-size: 14pt;\"><strong>W<\/strong> equates to <strong>Won&#8217;t<\/strong> have or the null (the &#8216;o&#8217; makes the mnemonic easier to remember)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: Helvetica; font-size: 14pt;\">With MoSCoW\u00a0or PowerBalls, separate the most\/ least important criteria, force-fitting one-third high and one-third low. Cluster the remaining one-third and code them as moderate by default, without <a href=\"https:\/\/mgrush.com\/blog\/meeting-boundaries\/\" target=\"_blank\" rel=\"noopener noreferrer\">discussion<\/a>. Attempt to force fit one-third of the candidates as each high, low, and moderate\u2014but be flexible. Appeal to the high criteria and isolate the option(s) that best support\u00a0the purpose statement. Additionally, to advance understanding further or to optimize or guide discussion (if required), appeal to some of the <a href=\"https:\/\/mgrush.com\/blog\/smart-dumb\/\" target=\"_blank\" rel=\"noopener noreferrer\">fuzzy<\/a> factors that may be difficult to measure objectively.<\/span><\/p>\n<p><span style=\"font-family: Helvetica; font-size: 14pt;\">When you need help creating a robust definition of an option or a criterion that may be <a href=\"https:\/\/mgrush.com\/blog\/decision-quality\/\" target=\"_blank\" rel=\"noopener noreferrer\">arguable<\/a>, turn to the <a title=\"How to Facilitate Consensual Definitions with Structure and Focused\u00a0Listening\" href=\"https:\/\/mgrush.com\/blog\/tool-for-definitions\/\" target=\"_blank\" rel=\"noopener noreferrer\">Definition Tool<\/a> for support.
